We’re new-development specialists. Whether it’s assisting the developer in the initial review and establishment of the association’s governing documents, the DRE budget preparation, or the turnover walks of the association’s common areas, we have helped developers in Southern California successfully transition their projects for nearly 40 years. Two of these successful transitions include the Aliso Viejo Community Association, which we’ve managed for over 17 years, and Laguna Woods Village, which we’ve managed since its inception.

We understand the challenges that developers face in new communities. We work diligently with developers and homeowners to keep the lines of communication open and ensure a smooth transition at build-out.

PCM manages over 100,000 units in Southern California – in associations with as few as 6 units to as many as 18,000. We manage condominiums, townhomes, high-rises, master-planned communities, active adult communities, and single-family home projects including those requiring full on-site management with extensive recreational facilities, programs, and golf course operations.

Consultation:
We can assist in the preplanning stages of a project, including:

  • Initial review of governing documents
  • Consultation on clubhouse layout and anticipated recreational facilities
  • Preparation of the DRE operating budget

Establishment of Association’s Policies and Procedures
Based on time-tested guidelines and checklists, we ensure that every detail is taken care of. We can:

  • Assist in preparation and implementation of a maintenance manual.
  • Review architectural guidelines and prepare all submittal forms and procedures for owner architectural approval.
  • Establish an annual calendar for the association.
  • Assist in the establishment of committees and preparation of committee charters.

Communication and Transition
We establish and maintain communication with the developer and homeowners to ensure a smooth transition at build-out. We can:

  • Coordinate, attend, and facilitate all developer turnover of common area.
  • Distribute a “Welcome Package” to new homeowners who may be unfamiliar with association living, providing them with information, including rules and regulations, and architectural submittal forms.
  • Train new board members.
  • Develop an ongoing HOA newsletter and Web site to distribute information.
